State Government appoints Sri K Vijayanand as the new Chief Secretary

-He thanked Chief Minister Sri Nara Chandra Babu Naidu for reposing faith and giving an opportunity to serve the State of Andhra Pradesh

The Andhra Pradesh Government has issued orders on Sunday appointing Sri K. Vijayanand, a Senior IAS officer from the 1992 batch as the new Chief Secretary of Government of Andhra Pradesh succeeding Sri Neerabh kumar Prasad.
The new Chief Secretary thanked Chief Minister Sri Nara Chandra Babu Naidu for reposing faith and giving an opportunity to serve the State of Andhra Pradesh as the Chief Secretary. He also thanked Deputy Chief Minister Sri Konidala Pawan Kalyan, Minister of Information Technology, Electronics and Communications Sri Nara Lokesh, Power Minister Sri Gottipati Ravi Kumar and other Ministers of the cabinet for their support and guidance. He assured to put all out efforts to implement the vision of the Chief Minister to provide inclusive growth and overall development of the State particularly backward regions and weaker sections of the society. Sri K Vijayanand also thanked his predecessor Sri Neerabh Kumar Prasad for his support and praised his commitment and dedication to various developmental activities.
Sri Vijayanand served as Special Chief Secretary to the Government, Energy Department, Andhra Pradesh. Additionally, he was the Chairman and Managing Director of APTRANSCO since 2023 and Chairman of APGENCO since 2022. As Special Chief Secretary Energy Department, he also held additional positions as Chairman of APPCC, APSPCL, NREDCAP, and APSECM. He was Chairperson of Southern Regional Power Committee (SRPC) for the year 2023-24 and has vast knowledge on Power Generation, Transmission and Distribution of Power sector of Andhra Pradesh and other southern states as well. With his intervention, power sector related issues within the State of Andhra Pradesh and in other Southern States were resolved in a swift manner at crucial times.
Under the visionary guidance of Hon’ble Chief Minister Sri Nara Chandrababu Naidu, Sri K Vijayanand was instrumental in formulating and notifying the Andhra Pradesh Integrated Clean Energy Policy, 2024. This policy aims to transform the State into a global clean energy hub by adding over 160 GW of renewable energy capacity. This ambitious policy is expected to attract investments worth approximately Rs. 10,00,000 Cr. and generate around 750,000 jobs, both direct and indirect. By focusing on solar, wind, hybrid sources, and green hydrogen, Andhra Pradesh seeks to achieve self-economic reliance and significantly contribute to India’s renewable energy goals.
The expertise of Sri K Vijayanand spans around 14 years in the power sector including combined State of Andhra Pradesh characterized by innovative leadership and strategic planning. From 2008 to 2009, he served as Joint Managing Director of APTRANSCO, followed by his tenure as Managing Director of APGENCO until 2016. From 2016 to 2019, he held the dual roles of Managing Director of APGENCO and CMD of APTRANSCO. Throughout his service, he has been instrumental in implementing several forward-thinking initiatives in the power sector, significantly enhancing the energy infrastructure and capabilities of Andhra Pradesh. His contribution and monitoring at field level during Hud-Hud Cyclone and Titli Cyclone are impressive.
After bifurcation of the combined State, Sri K Vijayanand who held the position of CMD APTRANSCO with his foresight, has taken a key decision and established office accommodation for APTRANSCO and APGENCO at Vidyut Soudha along with State Load Dispatch Center and made it a milestone in history of power sector as the first government department in Vijayawada with robust infrastructure and modern facilities for power sector employees after bifurcation of the United Andhra Pradesh.
With the support of State Government, during his tenure under the capacity of MD APGENCO in united Andhra Pradesh and Chairman APGENCO in bifurcated Andhra Pradesh, the Kothagudem stage 5, 2X250 MW units, another 500 MW unit, one 500 MW capacity in Bhupal palli , Dr NTTPS 500 MW, Krishnapatnam super critical thermal units 3X 800 MW , Jurala hydroelectric project at Mahabubnagar district, Nagarjuna Sagar tail pond Dam power house 2×25 MW, Vijayawada super critical unit 800 MW, 4 X100 MW solar plant at thalari cheruvu ,Anantapur district and 5 MW solar plant at gollagudem on polavaram right canal were commissioned.
Further, Polavaram hydroelectric project 12X80(960MW), Lower sileru additional two units 2x115MW and Upper sileru pumped storage project 9X150(1350 MW) are under construction and 100 MW Solar plant is under tendering process at thalari cheruvu ,Anantapur district.
In addition he was principal secretary IT & Electronics from December 2016 to June 2019. He was instrumental in contemplating policies like electronic policy, Data centre policy etc. During his tenure HCL, TCL and other IT and Electronics industries came in Vizag, Vijayawada and Tirupati.
Sri K Vijayanand’s role extended to electoral administration as well, where he served as the Chief Electoral Officer & Ex-Officio Principal Secretary from 2019 to 2021, overseeing crucial electoral processes in the State. His career exemplifies a blend of administrative acumen and sector-specific expertise, contributing profoundly to the governance and development of Andhra Pradesh.
His administrative career commenced in 1993 as Assistant Collector of Adilabad, followed by his role as Sub Collector of Rampachodavaram till 1996. From 1996, he served as Project Director for Rural Development. Later, he served as Joint Collector for Ranga Reddy district and District Collector for Srikakulam, and Nalgonda districts of combined Andhra Pradesh from 1998 to 2007. From 2007, he served as State Project Director for Planning and Program Implementation till 2008.
Several senior bureaucrats IAS, IPS, IFS, Heads of Departments, employees of Secretariat, Associations congratulated Sri K Vijayanand on his elevation as Chief Secretary.
