In a significant development towards the Strengthening of Power sector and safeguarding the interests of Consumers as per the Andhra Pradesh electricity regulatory Act..1999′ the energy department under the he government of Andhra Pradesh have appointed
a veteran ,retired IAS officer Binoy Kumar as Chairperson of the Andhra Pradesh Electricity Regulatory Commission (APERC) for a term of five-year years with effect from the date he enters upon his office or till he attains the age of 70 years.whuch ever is earlier.
Binoy Kumar as an accomplished and distinguished administrator who had rendered over three-and-a-half decades of dedicated service in various key positions at both the State and National levels, including during the erstwhile undivided Andhra Pradesh.
Binoy Kumar had made significant contributions across several important key departments and institutions, including the Union Ministry of Steel,Civil aviation, Commerce and the Ministry of External Affairs. Throughout his illustrious administrative career, he had consistently demonstrated a strong commitment to public welfare, with particular emphasis on safeguarding people’s interests through a pragmatic, transparent and pro-people approach to governance.
During his tenure in the Chief Minister’s Office during 2012–13 as Principal Secretary to the Chief Minister of undivided Andhra Pradesh, Binoy Kumar had played a constructive role in advancing power sector reforms.
He had strongly advocated the need for forward-looking investments in new power generation projects to address the State’s growing energy requirements and ensure long-term energy security.
His emphasis on reliable, affordable and quality power supply, coupled with efficient power management and sustainable sectoral reforms, reflected his foresight and understanding of the critical role energy plays in economic growth and public welfare.
Several Energy Experts, Intellectuals expressed confidence that Binoy Kumar’s vast administrative experience, sound understanding of governance and exposure to the power sector would help strengthen regulatory institutions and contribute significantly to the development of a more efficient, transparent and consumer-friendly electricity sector in Andhra Pradesh.
