Telangana Vigilance Commissioner Calls for Comprehensive Energy Efficiency Strategy

Telangana Vigilance Commissioner Sri M.G. Gopal, a senior bureaucrat with over 35 years of service, has called for a comprehensive strategy to adopt energy-efficient technologies as part of India’s fight against climate change. Stressing the importance of public participation and continuous stakeholder involvement, he said energy efficiency is vital for both economic growth and environmental sustainability.

The Commissioner highlighted that India aims to cut one billion tonnes of carbon emissions and a 45 percent reduction in GDP emission intensity by 2030 and achieve net zero by 2070, and southern states—particularly Telangana and Andhra Pradesh—will play a critical role in achieving these national targets. “If adopted on a large scale, energy efficiency in these states alone could cut global emissions by nearly 20%,” he noted.

As part of ongoing consultations with top personalities Media Adviser Southern States/ UTs, Bureau of Energy Efficiency (BEE), Government of India, met with Sri Gopal who has served many years in the area of Urban development &resolving Environmental issues, obtained his views on innovative Environmental and Energy Efficiency programs, including BEE’s ADEETIE scheme designed to support MSMEs in adopting energy-efficient technologies. He acknowledged the scheme’s potential to reduce greenhouse gas emissions, enhance competitiveness, and ensure economic sustainability.

ADEETIE Scheme Highlights:

  • Rs. 1,000 crore outlay, including Rs. 875 crore for interest subvention.
  • Interest subvention of 5% (Micro & Small) and 3% (Medium) on loans for energy-efficient projects.
  • Loan eligibility: Rs. 10 lakh to Rs. 15 crore.
  • Energy savings criteria: Minimum 10% savings required.
  • Target sectors: Pharmaceuticals, textiles, food processing, steel re-rolling, ceramics, and more.
  • Expected to mobilize Rs. 9,000 crore in investments in the coming years.

To save up to 20% energy in Medak’s (Telangana) pharmaceutical cluster through ADEETIE scheme. Similar benefits are expected in clusters across Bidar, Badi, Ahmedabad and Madgaon.

Commending Telangana’s adoption of national initiatives like UJALA (Affordable LEDs for All), e-Mobility, and the Clean and Green Energy Policy 2025, Sri Gopal said these programs reflect the State’s commitment to ecological and economic sustainability. He also highlighted the proposed Musi River Development Project, which aims to serve as both an environmental restoration initiative and an economic catalyst. This program is expected a major impact on Ecological sustainability and substantially reduce pollution.

Referring to the success of UnnatJyothi Affordable LEDs for All (UJALA) scheme of EESL. Under Ministry of Power launched by Hon’ble Prime Minister Sri.Narendra Modi which has saved households over Rs. 20,000 crore in power bills since 2015, MG. Gopal underlined the transformative role of energy efficiency in improving livelihoods while protecting the planet.

“The adoption of renewable and energy-efficient technologies has the potential to create jobs, conserve natural resources, and reduce pollution. Governments must give top priority to programs that ensure long-term environmental sustainability,” he added.

Media Adviser, BEE informed that Milind Deore, Secretary, BEE in a communication to all SDAs including Telangana Renewable Energy development corporations of State Urged to intensify the implementation of Energy Efficiency programs and prepare a Road Map at the State level for the success of ADEETIE scheme.

Under Energy Efficiency implementation in Government/ public buildings Telangana State occupies top position along with Maharashtra, Karnataka, Tamil Nadu, Utter Pradesh, Rajasthan and Odisha Milind Deore said.
