Finalize state energy efficiency action plan to achieve targets by 2030

-BEE, GoI advises all state governments.

The union ministry of power led Bureau Of Energy Efficiency (BEE) advised all the State Designated Agencies to finalize the State Energy Efficiency Action plan (SEEAP) that includes sector wise targets with short and a long-term plans to achieve high impact in energy efficiency by the year 2030 as part of efforts to contribute to the Panchamrit (climate change targets of the country).
Speaking on the key strategies to reach national level target by 2030 during the two day national summit organized in Goa on 11th & 12th October-2022 by BEE and participated by all States, the director general BEE Abhay Bakre emphasized the need for the States to finalize and implement State Energy Efficiency Action Plan (SEEAP) aggressively and empower the states to accelerate Energy Efficiency policies, extensive participation between consumers and private sector and scaling up of energy efficiency financing and investments for achieving energy security, enhancing economy and protecting environment.
The director general gave thrust on Country’s Climate Change goals to increase non-fossil power capacity to 500 GW, meeting 50 percent of energy requirements from renewable energy, reducing the carbon intensity of India’s economy to less than 45 percent, reducing the total projected carbon emissions by one billion tonnes from now by 2030 and achieve net zero emissions by 2070.
With the energy efficiency agenda gaining traction and momentum in India, there is a need to continuously evaluate policies, programs, and markets at the state level to identify best practices to promote energy efficiency. As part of this, the state governments are requested to develop 5 year state energy efficiency action plans with defined targets by consulting all state government departments. Identification of focus sector, undertaking gap analysis, adopting best practices with implementation plan strategy can be included in the action plan
The energy consumption is divided in five major sectors i.e., Buildings, Transportation, Municipalities and DISCOMs, Agriculture, Industries and sector based energy efficiency approach is the need of the hour.
DG BEE along with BEE Deputy Director General, Ashok kumar, Secretary, R K Rai, Directors Saurabh diddi, Milind deore, Sunil Khandare, Arijit Sen gupta, Sameer Pandita, S K Varma, , P Samal, Vineeta Kanwal and Joint Director, Abishek Sharma, has reviewed physical and financial performance of all States including Andhra Pradesh and requested all the State Designated/Nodal agencies to complete the pilot/demonstration projects by January 2023.
During the meeting, the CEO AP State Energy Conservation Mission A Chandra Sekhara Reddy proposed to BEE to initiate Interest Subvention Scheme (providing loans at lower interest rates) that would help in attracting many entrepreneurs from industries especially from Micro, Small and Medium Enterprises (MSMEs) to implement energy conservation and efficiency projects that would help achieving energy efficiency objectives of State as well as Nation.
Reading out the message of Special Chief Secretary for Energy K Vijayanand, the CEO APSECM requested BEE to initiate interest subvention scheme to provide loans at low interest rates to enable stakeholders/entrepreneurs to implement energy efficiency programs in their units. This facility will help the stakeholders and State for enhancing the productivity and employment generation.
The BEE director Vineeta Kanwal said that 56 energy efficiency projects proposals worth of total project cost of Rs.1000 crore were received by the BEE Facilitation centre from 15 States. Andhra Pradesh stood first with 16 energy efficiency financing projects. “I am appreciating Andhra Pradesh for identifying energy efficiency financing projects and their pro-active role in constituting financial committee that would help the State in getting finance from local banks/ Non Banking Finance Corporations for Energy Efficiency projects” she said.
Vijayanand said that the chief minister Y S Jagan Mohan Reddy and Energy Minister Peddireddi Ramachandra Reddy are giving high priority for 24×7 power supply to industries including MSMEs apart from 9 hours day time power supply to agriculture.
Responding to proposal of APSECM on interest subvention plan, the BEE director has welcomed the proposal of APSECM and said that the Ministry of Power(MoP) had submitted concept note on ADEETIE(Assistance In Deploying Energy Efficient Technologies in Industries and Establishments)scheme to Department of Expenditure(DoE) in Ministry of Finance.
