As part of efforts to strengthen the State’s LED street lighting system under the ‘Jagananna Palle Velugu’ program, the Panchayat Raj & Rural Development (PR&RD) department, Govt. of AP has taken a concrete decision to conduct an extensive survey on scientific basis to identify each electric pole in villages and assess the actual status of the LED Street lights’ functionality which is expected to conclude within a week.
The state government is determined to acquire comprehensive data regarding the LED street lighting project, including the installation of street lights on every electric pole in villages, the luminosity of the lights, their physical condition and their connection to the centralized control monitoring systems (CCMS) Box. By rectifying any short comings discovered, the government intends to bolster the entire street lighting system in the state.
A high level meeting was conducted by Chief Secretary to AP Government, K S Jawahar Reddy with special chief secretary B Rajaskehar, Commissioner PR &RD department, A Surya Kumari and officials from the Energy Efficiency Services Limited (EESL). In the meeting, the Chief Secretary instructed the officials to collaborate with EESL and design an infallible mechanism to ensure that every LED Street light installed by EESL operates with 100 per cent up time.
According to officials, the state government is taking decisive actions to strengthen the rural LED street lights program as part of its efforts to enhance living standards, socio-economic development and over all well being of the public. EESL had already installed 23.63 lakh LED street lights in approximately 10261 gram panchayats. However the state government seeks to ascertain the factual functioning of these lights and the CCMS panels wherever installed , which are responsible for automatic switch control.
Special chief secretary of PR & RD, B Rajasekhar along with Commissioner PR & RD, A Surya Kumari said that the district Collectors have been instructed to ensure the success of LED street lighting program. To gather a comprehensive understanding of the current situation, the government has initiated the survey, which is expected to conclude within a week, he said.
The survey consists of identifying the number of electrical poles, location of pole, whether street light is installed, street light type, installation agency, street light wattage , whether glowing or not glowing, if not glowing the physical condition of light, whether the light is connected with CCMS boxes , whether 3rd wire connected or not and Whether lights are connected to electrical meter.
Based on the findings, the state government in collaboration with EESL and other stakeholders will revamp the existing maintenance mechanism. The ultimate goal of state government is to illuminate every LED Street light in every village, thereby elevating the standards of living and quality of life for the rural population.
Stating that the Chief Minister Y S JaganMohan Reddy has emphasized the need for providing quality services for every family, the Chief Secretary said that the State Govt. is putting special focus on infrastructure development for welfare of people in the State including power sector, PR & RD, MA & UD, education dept, medical health etc.
“The Nadu-Nedu program implemented in AP Education department has become a new history. Other states are also keen to study the Nadu-Nedu program of AP. School Drop outs have substantially reduced. Similarly, the Govt. is providing Quality services through 24×7 power supply, quality of medical services, roads, drinking water facilities and in particular LED Street lighting program for which the Govt. is firm to make ‘Jaganaanna Palle Velugu’ a role model in the country for improving the standards of living”, CS said
The chief secretary applauded the efforts of special chief secretary B Rajasekhar for in-depth study and revitalizing the LED street lighting project which will ultimately benefit the rural population.
GM EESL, Savitri Singh has explained that EESL has invested an amount of Rs. 856 Crore for LED street lighting national program in Gram Panchayats of Andhra Pradesh and Rs. 433 Crore for LED Street lighting in Urban areas of AP. Every effort will be made to support Andhra Pradesh for success of this program including maintenance. EESL officials said that it is estimated to save energy to the tune of approx 242.8 Million Units amounting to 170 crore per year and a reduction of 0.2 MT of CO2 emissions.
EESL officials have expressed satisfaction over their continuous support and monitoring of Energy Department, Panchayat Raj, Municipal Administration and Finance department in particular and given their commitment to continue supporting Andhra Pradesh in LED street lighting project. They had specially requested the Chief Secretary’s assistance in certain key issues.
“I can say that EESL has done wonderful job in completion and implementation of the LED Street lighting project in various parts of the country including Andhra Pradesh. But still some key issues are there. We have to resolve some of the key issues in particular maintenance part and effective functioning of street lighting system and AP Govt. is determined to continue its journey with EESL”, said AP Chief Secretary.
The government is determined to ensure the success of the program and is willing to allocate any necessary resources to provide better facilities and door step delivery of government services through village secretariats, an unprecedented initiative in Indian history. It is expected that the LED street lighting program will contribute to improving the living conditions in rural areas. The AP Chief Secretary emphasized that there will be no compromises in the maintenance of street lighting.
The chief secretary asked the PR & RD department for adhering to the global standards in implementation and maintenance of LED street lights under ‘Jagananna Palle Velugu’ Program.
