Enhancing Energy Efficiency: A Historic Imperative for Empowering the Nation

-BEE Calls for Wider Public Participation

Recognizing that energy efficiency is a key driver of India’s Net Zero 2070 vision, offering cost-effective solutions across sectors, the Bureau of Energy Efficiency (BEE), Ministry of Power, has urged state governments and State Designated Agencies (SDAs) to give special emphasis to Comprehensive Communication Strategies (CCS). These strategies aim to continuously engage stakeholders at all levels in meeting the Union Government’s targets for economic sustainability and climate change mitigation.
BEE underlined that raising public and social awareness through innovative communication approaches, and engaging both public and private sectors, is critical to fostering a culture of energy consciousness and accelerating the adoption of best practices in energy efficiency.
Releasing a special report on the positive impact of CCS in scaling up energy efficiency and addressing climate change, Sri Dhiraj Kumar Srivastava, Director General, BEE, said that strategic communication will play a pivotal role in uniting citizens, industry, and institutions toward sustainable goals. The report was submitted by A. Chandra Sekhara Reddy, Media Adviser, Southern States/UTs, BEE, at a programme held at BEE’s Central Office, New Delhi.
On the occasion, Srivastava highlighted that the Ministry of Power’s special strategies and policies, implemented in coordination with Energy Efficiency Services Limited (EESL), state agencies, DISCOMs, and industry stakeholders, have delivered record results:
• Energy savings: 53 million tonnes of oil equivalent (MTOE)
• Electricity savings: 321.06 billion units
• CO₂ reduction: 321.06 million tonnes
Flagship initiatives such as the Perform, Achieve & Trade (PAT) scheme, the Standards & Labelling (S&L) programme, and EESL’s UJALA scheme, launched by Hon’ble Prime Minister Shri Narendra Modi, played a central role in achieving these outcomes. These efforts have not only financially benefitted almost all states but have also been recognized by leading global institutions, including the International Energy Agency (IEA), Paris.
BEE’s public communication strategies are designed to empower the nation through targeted awareness campaigns—at national, state, and district levels—alongside active industry engagement, and extensive use of print, electronic, and social media. The objective is to foster a nationwide culture of energy consciousness that will safeguard the future for generations to come.
Pointing to the record-high electricity consumption of 1,543 TWh in 2023–24 (a 7% increase from the previous year), Srivastava noted that the industrial (42% share) and residential (24% share) sectors will continue to play a pivotal role in sustainable economic development and environmental protection through advanced energy efficiency technologies.
During the event, Sri Milind Deore, Secretary, BEE, briefed the Director General on the findings of the State Energy Efficiency Index (SEEI) 2024. Developed by BEE in association with the Alliance for an Energy Efficiency Economy (AEEE), the index assesses the performance of all 36 states and union territories. States are classified into four categories:
1. Front Runners (>60%)
2. Achievers (50–60%)
3. Contenders (30–50%)
4. Aspirants (<30%)
The top performers in SEEI–2024 include:
• Maharashtra (Front Runner): Energy savings of over 15 MTOE
• Andhra Pradesh (Achiever): Energy savings of 5–15 MTOE
• Assam (Contender): Energy savings of 1–5 MTOE
• Tripura (Aspirant): Energy savings of around 1 MTOE
Srivastava stressed that the SEEI–2024 will serve as a key policy tool for guiding state-level action plans, encouraging healthy competition, and accelerating India’s progress towards energy efficiency and climate goals.
