Recognizing the critical need to elevate Micro, Small, and Medium Enterprises (MSMEs) towards energy-efficient practices and align them with global technological advancements, the Ministry of Power, Government of India, through the Bureau of Energy Efficiency (BEE), has planned to implement a technology-enabled financial incentive scheme, “Assistance for Development of Energy Efficient Technologies in Industrial Establishments” (ADEETIE).
This initiative is designed to foster the upgradation to energy-efficient technologies through targeted financial instruments among MSMEs.
Through the ADEETIE scheme, BEE aims to provide comprehensive support, including investment-grade energy audits, technology implementation assistance, and fiscal incentives such as interest subvention on loans. This interest subvention will alleviate the financial burden on MSMEs, enabling them to adopt cutting-edge energy-efficient technologies with reduced financial stress.
Additionally, the ADEETIE scheme is designed to support MSME clusters in a phased manner and is planned for implementation across India covering several States focusing on energy-intensive clusters. Key sectors such as Foundry, Pharmaceuticals, Textiles, Paper, and Fisheries—particularly in the states of Andhra Pradesh, Telangana, Karnataka, Tamil Nadu, and Kerala—have been identified for initial rollout.
During a recent webinar held in Delhi, Shri Pankaj Agarwal, Secretary, Ministry of Power, along with Dr. Srikanth Nagulapalli, Additional Secretary, MOP & Director General, Bureau of Energy Efficiency, addressed key stakeholders and prominent MSMEs.
While delivering a key note address in the first day of the Indo. German Energy Partnership National Summit today Milind Deora Secretary BEE along with Abhishek Sharma Director and top executives of Power sector further disclosed that the scheme is expected to benefit more than 8,000 MSMEs,
Facilitating investments in energy-efficient technologies exceeding ₹9,000 crore, highlighting strong industry engagement.
Shri Pankaj Agarwal emphasized the importance of addressing the challenges faced by MSMEs and highlighted that the ADEETIE scheme is meticulously crafted to provide financial support, including a 5% interest subvention on loans for Micro & Small enterprises and a 3% interest subvention for Medium enterprises adopting energy-efficient technologies.
“ADEETIE is not just about financial aid but a holistic approach to unlocking the untapped potential of MSMEs. This initiative will lead to significant energy savings and position our MSMEs to compete globally,” said Milind Deora.
BEE considers the ADEETIE scheme a crucial component of India’s commitment to combating climate change. Under its revised Nationally Determined Contribution (NDC), India aims to reduce emission intensity by 45% from 2005 levels by 2030, with the ultimate goal of achieving Net-Zero emissions by 2070. Energy efficiency improvements within MSMEs are vital to achieving these NDC goals.
Milind Deore &Shyam Sunder, Director, BEE, elaborated on the scheme’s proposed components outlining its comprehensive implementation plan. ADEETIE aims to support MSMEs from initial investment-grade audits to the monitoring and verification of energy-efficient technology implementation.
According to the Media Adviser Southern States/UTs BEE MOP GOI during the Summit, BEE has obtained valuable inputs and views on the following components.
Key Scheme Components:
Interest Subvention: 5% for Small & Micro enterprises, 3% for Medium enterprises adopting energy-efficient technologies.-
End-to-End Support: Full assistance from energy audits to final implementation.
Dedicated Project Management Unit: Ensuring streamlined execution and resolving MSME challenges.
Sector Focus: Targeting energy-intensive sectors including Brass, Bricks, Ceramics, Chemicals, Fisheries, Food Processing, Forging, Foundry, Glass & Refractory, Leather, Paper, Pharmaceuticals, Steel Re-rolling, and Textiles.
ADEETIE’s phase-wise implementation will ensure that success stories from the initial phase are used to refine and enhance the scheme for broader impact. With a strong emphasis on energy efficiency, the scheme will not only reduce operational costs for MSMEs but also contribute significantly to India’s climate goals.
The Bureau has analysed the impact of energy efficiency measures as of 2024, revealing substantial improvements across key performance indicators:
i) Annual electrical savings: 321.39 billion units, showcasing the effectiveness of conservation efforts.
ii) Total annual energy savings: 53.60 million TOE (tonnes of oil equivalent), marking significant reductions in energy consumption.
iii) CO₂ emission reduction: 321.06 million tonnes, playing a crucial role in mitigating climate change.
iv) From an economic perspective, the results are equally impressive
v) Total annual cost savings: ₹2,00,212.84 crore, demonstrating the financial viability of energy-efficient initiatives.
vi)Emission intensity reduction (compared to 2005 levels): 36% by 2020, as per the Fourth Biennial Update Report (BUR 4).
These achievements highlight the critical role of energy efficiency in reducing costs, cutting emissions, and improving overall energy sustainability.
