In order to provide reliable and quality power supply to all the consumers in the State, the special chief secretary energy and CMD APTRANSCO, K Vijayanand emphasized the need for power utilities to carry out periodical/preventive maintenance activities before upcoming monsoon season.
During the teleconference with CMDs of APDISCOMs and other senior officers of APTRANSCO on pre-monsoon preparatory activities for supplying 24×7 power, the special chief secretary energy along with MD APGENCO and JMD APTRANSCO, KVN Chakradhar Babu has directed officials to ensure that all CE/Zones submit the completion certificates of periodic and preventive maintenance activities and rectify any abnormalities of electrical network equipments.
The special chief secretary energy said that the power transformer (PTR) is critical and costly equipment in the Transmission System and failure rate would be negligible if all periodical/preventive maintenance activities are carried out and the reliability of the Transmission System depends upon healthiness of PTR. In view of this, he directed officials to follow scrupulously all regular Standard Operating Procedures (SOP) with regard to PTR and avoid failures. In addition to this, All the periodic and preventive maintenance activities for other equipment viz. CB,CT &Surge Arrester etc., shall be carried out as per Standard Operating Procedures(SOP).
The failures of equipment in Transmission System in any, due to 33KV feeder interruptions can be minimized by patrolling 33KV feeders and maintaining its healthiness. Further, the inspection norms of engineers (AEE/AE, DEE,EE, SE&CE) shall be followed as per SOP. Further, if anything abnormality is observed in respect of equipment, it should be kept under notice of Special chief secretary energy for further necessary action within 24 hours, he said.
He asked officials to ensure that the Hot lines staff shall work diligently with precautionary measures wherever needed to rectify the abnormalities. The Director/grid & transmission in coordination with CE/Transmission shall arrange material (CTs,CBs,PTRs etc) required to field staff duly contacting with suppliers and get required permissions to ensure transportation from other states.
He told Transco offcials to obtain data of 33KV feeders interruptions and 33KV feeders with PF less than 0.95 and represent with respective CMDs/DISCOM for taking necessary action to rectify it. He asked Director/Grid and Transmission Management and CE/Transmission to ensure reducing failure rate of equipment supplied by vendors by incorporating strict clauses for ensuring quality in tender and purchase order and also through subsequent quality control checks. The Director/grid shall issue circular for maintaining miscellaneous items in substations before monsoon season in addition to preventive and periodical maintenance as per SOP. The practice of maintaining check list equipment wise or substation wise shall have to be ensured.
Addressing the DISCOMs on pre-monsoon preparatory works, the special CS energy said that all District Head Quarters have District level monitoring control rooms for 24 hours and these control rooms are to be well equipped with sufficient computers, communication facilities with mobile phones. The contact numbers, name and designation of the responsible persons will be made available to public to contact for immediate relief and restoration operations.
Stating that the Chief Minister Sri Y S JaganMohan Reddy and Energy Minister Sri Peddireddi Ramachandra Reddy are very keen on providing 24×7 quality power supply during upcoming monsoon, the special chief secretary energy directed all DISCOMs to ensure to keep their men and all the required materials ready at strategic locations for rectification of works in case of any breakdown/ interruptions at the minimum. Reinforcing the communications systems with Wireless, Walkie-talkie sets etc. Cellular phones shall be provided to all the field engineers. Depending on the expected intensity of the calamity, the power feeding the vulnerable areas should be hand tripped to disconnect supply to safe guard the equipment, life and property and restore supply soon after the situation improves.
Further, special CS directed that the existing man power with skilled staff and infrastructure shall be geared up and put into service. Redeployment of skilled staff and infrastructure from non- affected areas to the crisis area will be done. Local officials will engage additional skilled staff and infrastructure as per the requirement. The Executive Engineers of Operation circles to be made in charge of mobilization of generators and restoration of electricity. An officer shall have to be nominated to liaison with revenue officers at the Mandal, Revenue division and district levels during the period of calamity to attend to all the problems, he said.
APTRANSCO JMD, Vigilance & Security, B Malla Reddy, CMDS of DISCOMs, I Prudhvi Tej, J Padma Janardhana Reddy and K Santosha Rao and APTRANSCO Directors AVK Bhaskar, Veerabhadra Reddy and other senior officers of APTRANSCO and APDISCOMs have participated in the meeting.
